Aceh
In April 2005, at the direction of USAID, LGSP launched a program of technical assistance to the city of Banda Aceh to accelerate recovery from the December 2004 tsunami. Soon after, LGSP carried out scoping visits and held discussions with other tsunami-affected local governments, resulting in the signing of Memoranda of Understanding with the districts of Aceh Besar, Aceh Jaya, Aceh Barat and Nagan Raya in July 2005.
On September 28, 2005, USAID officially modified the LGSP contract with RTI International to include Nanggroe Aceh Darussalam (Aceh) as an eight province within the program for a two-year capacity building effort in five jurisdictions: Banda Aceh, Aceh Besar, Aceh Jaya, Aceh Barat and Nagan Raya. This program was later extended for two more years. Through this special initiative, LGSP supports local government efforts to bring about full recovery with the participation of citizens by providing the following types of technical assistance:
- Action planning and implementation assistance to these five jurisdictions to identify priority recovery and reconstruction programs for basis services, land and resettlement, local economic development, and spatial planning;
- Rationalization of the administrative structure and professionalization of the local civil service to perform obligatory functions and meet minimum service standards;
- Capacity development and systems for performance-based budgeting, procurement, transparency and accountability;
- Stakeholder capacity building to effectively participate in the reconstruction process;
- Strengthening of local government public information systems to improve communication between the local government and its citizens; and
- Support for free and fair local elections in Aceh.
