Summary:	This report examines opportunities and barriers to the provision of consultant services in governance in a decentralized Indonesia consisting of about 500 regional governments. It finds evidence of emerging local government demand for governance expertise and advisory services. At the same time, the supply of consultant services is constrained by a fragmented regulatory framework, geography, scarcity of information, and other restricting factors. The report offers recommendations on how donors and local governments can strengthen the market for consultant services in Indonesia.
