Summary: This report considers 14 case studies of LGSP support for civil society engagement with local government, identifying factors that foster or inhibit citizen engagement. It considers both activities carried out by civil society organizations (such as advocacy, budget oversight and participation in the planning process) and cases where LGSP has created multi-stakeholder working groups through which civil society organizations and government work together to address public service delivery issues. Based on this analysis, it draws out lessons for government actors, donors and members of civil society as they work to continue to develop effective relationships between citizens and government. The report is accompanied by a CD containing the case studies. (Only available in English.)

Summary: This companion volume to the report on “Engaging with Local Government in Indonesia: Multi-stakeholder Forums and Civil Society Coalitions” contains 14 case studies on LGSP support for civil society engagement with local government. The cases are drawn from Tasikmalaya, Sukabumi and Depok (West Java), Madiun and Kediri (East Java), and Parepare and Pinrang (South Sulawesi) and concern education, health care, planning, budgeting and economic development. They describe the activities carried out by civil society organizations (i.e., advocacy, budget oversight and participation in the planning process) as well as joint civil society-public sector activities, where LGSP created multi-stakeholder working groups through which civil society organizations and government could work together to address public service delivery issues. These case studies are on the CD that accompanies the book, where they can be sorted by region or type of case.
