Summary: This is a guide to cooperation between local government and other parties to provide public services that are efficient, needs-based, transparent and of high-quality. The manual has five sections: (1) an introduction to public service contracts; (2) assessing the public service potential of local government work units (SKPD); (3) evaluating SKPD readiness to undertake public service contracts; (4) preparing to implement public service contracts; and (5) managing public service contracts. The guide also explains the risks inherent in procuring public servicecontracts.
