Four Local Governments Recognized for Superior SME Services
Following four years of technical assistance to district governments with small and medium enterprise (SME) development in four provinces (North Sumatra, Central Java, East Java, and South Sulawesi), in June and July 2009 LGSP presented awards to the four local governments that had developed the best business plans and performance indicators for SME services in their regions. These awards are intended to motivate local governments and stakeholders to continue to innovate in the development of local SMEs.The SME awards were won by Jepara district in Central Java for support to a trade and tourism center; Kediri in East Java for micro-credit support; Palopo in South Sulawesi for support in the development of a business clinic known as Klupo; and Tebingtinggi in North Sumatra for the development of a business clinic called Klibi. The winners were selected based on four criteria: completion of a Service Improvement Action Plan (SIAP), program output, program outcomes, and local government commitment to developing SMEs.
LGSP handed over the awards at separate occasions: in Makassar and Surabaya during LGSP’s regional close-out ceremonies, in Jakarta during the Jepara Trade Fair, and in Tebingtinggi during the celebration of the city’s 92nd birthday.
LGSP’s support in the development of SME services has focused on mobilizing the local government, private enterprises, and the public, reducing the excessive red tape faced by small enterprises, and helping them to access broader markets. Using the SIAP method, LGSP has helped local governments to develop procedures, personnel, policies and organizational structures that are more attuned to public needs through institutional development, the issuance of related regulations, the introduction of service standards, and the recruitment and training of qualified personnel.
