USAID-LGSP Uses Sergai as Pilot for Minimum Service Standards
 
On April 16, 2009, USAID-LGSP together with the Serdang Bedagai (Sergai) District Government organized a workshop to replicate good practices in improving public services. The workshop was opened by the Sergai District Head, HT Erry Nuradi, and is part of LGSP’s assistance to Serdang Bedagai education department. The workshop focused on capacity building for public service management related to various aspects of service improvement organization.
 
This workshop discussed LGSP’s experience in assisting the education sectoral department, which among other things resulted in Bupati Decree No. 12/2009 on education service delivery system in Serdang Bedagai district.
 
According to the Bupati, public service quality continue to be criticized, therefore improvements must be made quickly using a systematic and comprehensive approach focusing on service for the people. Service delivery must prioritize productivity and quality, which should become a routine activity to satisfy the people.

Public Service Innovation Is Best, According to Research Findings
               
Researchers from The Jawa Pos Pro-Autonomy Institute (JPIP) have concluded a series of monitoring and evaluation in 28 districts and cities in East Java. Their findings show that innovation in public service is the best. JPIP has set this year’s parameters for public service to assess three indicators: education, health, and basic administration services.
 
In the health sector, the use of ISO and citizen charters has increased. Citizen charters have been used in a community health clinic (Puskesmas) at Kepanjen Kidul in Blitar city, and are now being used in Pamekasan, Pasuruan and Tulungagung.
 
Dominated by Local Economic Empowerment
Findings from economic development parameters show a clear trend towards a stronger local economy during the last three years. There were not many changes in local political performance compared to the previous year. In terms of participation, the local government has implemented the Musrenbang, and a number of districts/cities in Central Java have obtained technical assistance from LGSP for their Musrenbang.
 
In addition, a number of regions with their own funds have collaborated with LGSP to provide technical assistance to organize Musrenbang consultation forums in villages. In terms of public accountability, the regional government has held a public dialogue and the Bupati’s office has been provided with an SMS complaints service.
 
 
South Sulawesi
 
Palopo Pos (April 22, 2009)
Early May at the Latest
 
The establishment of Palopo city’s transparency commission is nearing completion. The head of Palopo DPRD has committed to establish the transparency committee in May 2009. ”Prior to the plenary session, the DPRD established a special committee to form a team to select members of the transparency commission,” said Palopo DPRD head, Drs. Tasik, at a reception for LGSP and civil society organizations on April 21. The establishment of the transparency commission is needed to promote good governance in Palopo.
 
Two regulations have already been endorsed by the DPRD, but have not been effectively implemented. One of them is on transparency and public participation, stipulating the establishment of a transparency commission six months after the Perda has been endorsed. Now the DPRD has committed to establish the commission as a legacy for the people of Palopo from the 2004-2009 DPRD.
