Rotating photosSince 2005, the United States Agency for International Development's (USAID's) Local Governance Support Program (LGSP) has been working side-by-side with national, regional, and local government as well as civil society partners to promote participatory, effective and accountable governance in targeted provinces in Indonesia. Operating in over 60 districts (kabupaten) and cities (kota), LGSP offers technical assistance, training, tools, and information to enhance the capacities of local governments, civil society organizations (CSOs), and the media in the areas of integrated planning and budgeting, local government management, citizen-focused service delivery, and participatory governance through local councils and civil society.

LGSP is an integrated set of assistance activities designed to support both sides of the good governance equation. First, it supports local governments to become more democratic, more competent at the core task of governance and more capable of supporting improved service delivery and management of resources. Second, it aims to strengthen the capacity of local legislatures and civil society to perform their legitimate roles of legislative representation and oversight, promoting citizen participation and improved communications between government and citizens through a strengthened local media.

The four-and-a-half year program (2005–2009) concentrates its efforts in nine provinces: Aceh, Banten, Central Java, East Java, North Sumatra, South Sulawesi, West Java, West Sumatra and the Bird's Head region of West Papua. Through the Aceh Recovery Initiative, special assistance is provided to the five local governments in Aceh that were most affected by the December 2004 tsunami. In late 2006, USAID launched a public-private partnership with BP Berau Ltd., one of the world's largest energy companies, to support the Bird's Head Governance Initiative to assist local governments in the Bird's Head Region of West Papua.

With staff based at district, regional, and national levels to support program activities, LGSP advances its program objectives by providing assistance to local governments, CSOs, the media, and citizens in five technical areas:

Cooperation extends not only to local partners, but also to partners at the provincial and national level, such as national ministries and agencies as well as other national and international groups, in order to strengthen the enabling environment for good governance at the local level.
